About SXAU

1、Overview

Established in May 2020, The Department of Finance & State-owned Assets Administration is mainly responsible for the management of financial and asset of SXAU.

2、Responsibility

Under the leadership of the Party Committee of SXAU and the Administration, Department of Finance & State-owned Assets Administration takes charge of several affairs, such as financial planning and accounting, state-owned assets management, laboratory management of technology safety. Primary responsibility would include but not limited to:

Ⅰ. Department of Finance & State-owned Assets Administration is responsible for the administration of Budgets of SXAU and Final Accounts. Its duty is to make the annual budget-accounts draft, final-accounts draft and financial reports. Its duty is also to organize the implementation of annual budget, budget adjustment and budget performance evaluation. Besides its duty is to audit the annual budget and final accounts of secondary units.

Ⅱ. Department of Finance & State-owned Assets Administration is responsible for formulating financial system construction and implementing the annual allocation plan of funds of SXAU. It is also in charge of  the fundraising, plan, using, management and control of SXAU funds. At the same time its duty is to guide, supervise and inspect the economic activities of secondary units of SXAU.

Ⅲ. Department of Finance & State-owned Assets Administration is responsible for the implementation of the financial information system construction. It provides accounting services such as accounting, training, financial policy consultation, accounting information query and analysis for the secondary units of SXAU.

Ⅳ. Department of Finance & State-owned Assets Administration is responsible for the construction of relevant systems of state-owned assets management. And its duty is to undertake specific tasks such as the construction of assets informatization, the preparation &submission of state-owned assets statements  and the approval & preparation of fixed assets.

Ⅴ. Department of Finance & State-owned Assets Administration is responsible for drafting and organizing the implementation of public housing management system, talent apartment management methods, implementing public housing and housing allocation tasks, organizing registration of land and real estate and issue real estate ownership certificates.

Ⅵ. Department of Finance & State-owned Assets Administration is responsible for the construction of systems of laboratory management and large instruments & equipment sharing management. It takes charge of laboratory safety on education, training and supervision, hazardous chemical disposal, and other management services.

Ⅶ . Department of Finance & State-owned Assets Administration is responsible for accomplishing other task under the leadership of the Party Committee of SXAU, the Administration, and authorities.

3、Organization

In Department of Finance & State-owned Assets Administration, there are 1 Director of Department of Finance & State-owned Assets Administration, 4 Deputy Directors of Department of Finance & State-owned Assets Administration and 56 working staffs, which includes 5 senior accountants, 2 PHD students and 9 postgraduates. Department of Finance & State-owned Assets Administration consists of 11 sections which are Office, Comprehensive Section, Budget and Final Accounts Section, Accounting Section, Funds Management Section, Wages and Charges Section, State-owned Assets Management Section, Talent Apartment Management Section, Real estate Management Section, Equipment Management Section, Laboratory safety Section. Due to work requirements, 4 internal institutions had been set up, including Accounting Audit Center, Budget Performance Evaluation Center, Hazardous chemicals Management Center and Housing Monetization Reform Office.

Attached to the Finance Assets Department, Bidding and Purchasing Management Office has two organizations: Bidding Management Section and Information & Data Section.
